Clifford’s Packers tenure has been modest but promising. In 2023, he appeared in two games, completing his only pass for 37 yards, and served as the backup to Jordan Love. His 2024 preseason struggles led to his initial release, but his return to the practice squad and subsequent activation during Love’s injury absence showed resilience. With 10,661 passing yards and 86 touchdowns from his Penn State days, Clifford brings untapped potential, now honed under Matt LaFleur’s guidance.

Carolina’s offer was tempting, given their need for stability, but the Packers’ 11-6 2024 season and Super Bowl aspirations under Love outweighed the allure. Green Bay’s depth chart, featuring Love and Malik Willis, leaves Clifford as the No. 3 option, a role he embraces to mentor and learn. The team’s $25 million cap space easily absorbed his deal.
